Swedish County Backs Offshore Wind at Sjollen After Policy Reversal on Energy Needs

The County Administrative Board of Skåne has reversed its previous opposition to offshore wind at the proposed Sjollen site in the Öresund Strait, now backing its designation as a national interest area for offshore wind power, according to a statement from the board.

Policy Reversal and Rationale

The board said the decision reflects a reassessment of priorities as electricity demand in southern Sweden continues to climb. It now supports all offshore wind areas proposed by the Swedish Energy Agency for national interest status, including Sjollen.

“The need for a strengthened electricity supply in Skåne has increased. We are therefore making a new assessment in which we value the energy issue higher than before,” said Peter Danielsson, county governor.

Project Details and Potential Output

Previous studies suggest a wind farm at Sjollen could produce as much as 1.3 TWh of electricity a year, roughly equal to the combined annual consumption of about 10 smaller municipalities in Skåne. The County Administrative Board said the site could play a meaningful role in regional energy planning.

Despite the new backing, the future of the project remains uncertain. The developer who had been studying Sjollen has paused work due to current market conditions, the board noted.

Broader Energy Planning Context

The Swedish Energy Agency has proposed Sjollen and other offshore areas in Skåne for national interest designation as part of longer-term planning to meet Sweden’s projected electricity demand of at least 300 TWh by 2045.

The board’s revised view will now inform future permitting and environmental assessments, in which offshore wind will be weighed against other public interests in the area.

“A wind power project at Sjollen probably has good opportunities for connection to the electricity grid, and in previous contexts, the Armed Forces have taken a positive view of offshore wind power in the area. Therefore, we see that Sjollen has great potential to contribute to achieving regional energy policy goals,” said Rima Dauod, head of a department at the County Administrative Board.

Implications for Energy Markets and Traders

For commodity traders and energy analysts, the policy shift signals growing political support for offshore wind in Sweden, particularly in the south where grid constraints have been a concern. While the project itself is on hold due to market conditions—likely reflecting higher financing costs or power price uncertainty—the national interest designation could eventually improve permitting timelines. If Sjollen and other zones proceed, they could add significant renewable capacity to the Nordic power market, potentially influencing forward power prices and cross-border flows.
