India and EU Near Completion of Legal Scrubbing of Free Trade Agreement Text, Says Minister Piyush Goyal

India and the European Union are on the verge of finalizing the legal scrutiny of their free trade agreement (FTA) text, according to Commerce and Industry Minister Piyush Goyal. Speaking at the India-Spain Business Forum in Spain, Goyal stated that the legal scrub should be completed in another week or two, as reported by the Economic Times. The FTA will become operational a few months after the India-UK trade agreement, which is set to come into force from July 15, 2026.

Legal Scrubbing Nears Completion

  • "India EU free trade agreement legal scrub should be over in another week or two," Piyush Goyal said, according to the Economic Times.
  • The minister noted that there has been no criticism of the India-EU trade agreement in any of the 27 member states of the European Union.
  • The FTA is expected to be operationalised a few months after the India-UK trade agreement takes effect on July 15.

India-Spain Bilateral Trade Potential

  • Current bilateral trade between India and Spain stands at less than USD 10 billion. It was USD 9.2 billion in 2025-26.
  • Goyal suggested a target of increasing trade 10-fold in the next 10 years, along with similar increases in tourism and investments.
  • He asked: "Can we look at increasing bilateral trade between Spain and India 10X in the next 10 years? Can we look at an increase in tourists both sides 10X in the next 10 years? Can we imagine increasing investments 10X in the next 10 years?"
  • Currently, about 300 Spanish companies operate in India, and about 100 Indian firms have a presence in Spain.
  • The minister emphasized that both sides should leverage opportunities from the India-EU FTA and focus on connecting tourism and talent.

The imminent completion of the India-EU FTA legal scrubbing signals that market access conditions for goods and services will soon be revised. Importers and exporters on both sides should monitor tariff schedules and rules of origin provisions once the pact is formally adopted. The minister's call for a 10-fold increase in India-Spain trade underscores government-level commitment to deepening economic ties, which may translate into new business opportunities in sectors such as education and tourism. With the India-UK FTA entering force on July 15, professionals should also prepare for parallel regulatory changes under that agreement.
