FCC Bans Foreign-Made Robot Vacuums Over National Security Risks

The US Federal Communications Commission has banned the import of foreign-made advanced mobile robots, including robot vacuums, effective immediately. FCC Bans Foreign-Made Robot Vacuums Over National Security Risks

The US Federal Communications Commission this week banned the import of foreign-made advanced mobile robots, a category that includes robot vacuums. The ban, effective immediately, targets devices deemed an unacceptable risk to national security, according to a report from WIRED. While current robot vacuums on the market will continue working and remain available, new models manufactured outside the United States will not receive FCC approval for sale in the country.

What the Ban Covers

The FCC updated its Covered List—established under Section 2 of the Secure and Trusted Communications Networks Act of 2019—to include foreign-made advanced mobile robots. The definition, from the National Security Determination, covers autonomous mobile robots that can locomote, avoid obstacles, navigate, or move on the ground; operate at a distance from a human operator; weigh over 4.4 pounds including docking station; contain a sensor capable of perceiving the environment; include network connectivity components such as Bluetooth or Wi-Fi; and run software, including firmware and AI or machine-learning model weights for navigation.

The ban also applies to robotic pool cleaners and automated lawn mowers. Excluded are connected vehicles, vehicles on rail lines, aircraft, unmanned underwater vehicles, and stationary robots.

Cybersecurity and Supply Chain Implications

According to the National Security Determination, “the networked capabilities of advanced robotic systems create extensive vulnerabilities and vectors for attacks that can manipulate the data and physical operation of the advanced robotic system.” The concern centers on cameras and sensors—some robot vacuum base stations include microphones for voice commands. The FCC documentation cites live cameras and a humanoid robot hacking example but provides no specific robot vacuum incident.

Enterprise technology procurement leaders should note that the FCC previously banned foreign-made routers in May. The pattern suggests increasing regulatory scrutiny of IoT devices with networked sensors. For organizations using smart cleaning devices in offices or warehouses, the ban may limit future model availability and require alternative sourcing from US-based manufacturers.

What Changes Immediately

Nothing changes for existing users—current robot vacuums will not be removed from the market or stop functioning. The ban only stops new foreign-made models from gaining FCC approval. Many popular robot vacuum brands are not based in the United States, meaning future innovation in this category may be constrained. The National Security Determination describes the ban as a precaution against data manipulation and physical operation attacks through networked robotic systems.
