Air-cooled condenser makers urge review of Chinese firms' entry into thermal power contracts
Three Indian air-cooled condenser (ACC) manufacturers—Paharpur Cooling Towers, Enexio Power Cooling, and Holtec Asia—have written to the PMO, power ministry, and DPIIT seeking a review of the government's March decision to exempt ACC systems from Rule 144(xi) of the General Financial Rules for BHEL's procurement of 21 critical inputs. The firms argue that the exemption opens the door to Chinese suppliers, threatening domestic investment amid India's planned 80 GW thermal power capacity addition requiring nearly 100 ACC units. They urge invocation of Clause 10(d) of the Make in India Order for reciprocal measures against China.
