Telangana, which has emerged as a top-3 rice producer in India, is considering introducing an exclusive rice export policy to promote the staple cereal, according to Telangana Civil Supplies Minister Uttam Kumar Reddy. Speaking at a conference on Monday, the Minister stated that the state produces approximately three crore tonnes of rice annually, while domestic consumption is only 36 lakh tonnes—barely one-tenth of total output.
Production and Surplus Dynamics
The state's massive surplus of roughly 2.64 crore tonnes per year underscores the need for a structured export framework. “We consume barely one-tenth of the total production,” Reddy noted at the event, which was organized by Millers for Nutrition in collaboration with KCP Nutritious Private Limited. The proposed policy would facilitate rice exports and support rice millers in accessing national and international markets.
| Metric | Volume |
|---|---|
| Annual rice production | 3 crore tonnes |
| Domestic consumption | 36 lakh tonnes |
| Surplus | ~2.64 crore tonnes |
Policy Details and Export Activity
The Minister confirmed that the policy is currently under preparation. “We have already begun exporting rice to countries such as the Philippines. We will continue to support the rice milling industry in expanding its business,” he said. The policy aims to provide a clear regulatory and promotional framework, helping millers tap into global demand.
Fortification and Nutrition Focus
The conference, titled “Unlocking Market Potential: Advancing Fortified Rice in Telangana and Andhra Pradesh,” also highlighted the role of fortified staple foods. Monojit Indra, Senior Practice Leader at TechnoServe and Programme Leader for Millers for Nutrition Asia, said food fortification offers a “practical and scalable pathway to improving nutrition outcomes” by building on foods people already consume. Millers for Nutrition is working with industry partners to strengthen fortification practices, improve product quality, and expand access to fortified staples.
Implications for Traders and Analysts
For commodity traders and procurement teams, Telangana’s export push could increase global rice flows, especially if the policy includes incentives or quality standards. The state’s surplus, equivalent to over 26 million tonnes, represents a significant supply source that could influence benchmark prices in South Asian markets. Analysts should monitor policy finalization and any subsequent export volumes. The Philippines, a traditional buyer, may see increased supply from Telangana, potentially affecting regional trade flows. Additionally, the focus on fortified rice may create new product segments for specialty buyers.
