HCLTech to invest Rs 14,257 crore in AI data centre at Odisha Sovereign AI Park, partners with Sarvam

HCLTech, one of India's largest IT services firms, is betting big on sovereign AI infrastructure with a planned investment of Rs 14,257 crore (approximately $1.7 billion) to establish its first dedicated AI data centre at the upcoming Odisha Sovereign AI Park, according to a company announcement reported by Business Today. The facility will be developed in partnership with homegrown AI startup Sarvam AI and the Odisha government, marking one of the largest single investments in India's sovereign AI infrastructure.

Investment and Strategic Context

The project cost includes financial assistance from the state government, though specific breakouts were not disclosed. The announcement comes a month after Sarvam AI raised $234 million in a funding round co-led by HCLTech and Bessemer Venture Partners, which valued the startup at $1.5 billion. HCLTech invested $150 million as the lead strategic investor, acquiring a 10.4% stake in Sarvam. The data centre will combine HCLTech's AI infrastructure and services capabilities with Sarvam's indigenous foundation models to build sector-specific AI applications for enterprises, government departments, and public sector organisations.

"We strive to be an enabler of India's sovereign AI ecosystem with differentiated offerings across the value chain through focused investments and partnerships," said Roshni Nadar Malhotra, chairperson of HCLTech.

Implications for Enterprise AI Adoption

The data centre's focus on sector-specific AI applications directly addresses the needs of enterprise technology decision-makers, including CTOs and Chief Digital Officers, who are seeking cost-efficient, scalable AI infrastructure for use cases such as supply chain optimisation, logistics automation, and digital trade documentation. By providing locally hosted AI compute with indigenous models, the facility could reduce latency and data residency concerns for Indian enterprises and government agencies.

Investment Component Details
Total investment Rs 14,257 crore
Partner ecosystem HCLTech, Sarvam AI, Odisha government
Sarvam stake 10.4% for $150 million
Sarvam valuation $1.5 billion (post-money)
Target customers Enterprises, government, PSUs

Global Technology Centre in Bhubaneswar

Separately, HCLTech announced plans to establish a global technology centre in Bhubaneswar, Odisha's capital, to deliver AI-led digital solutions to global enterprises. The centre is expected to employ approximately 5,000 people and may begin operations by 2028, according to the report. This adjacent investment reinforces HCLTech's commitment to building AI talent and delivery capabilities in eastern India.

Competitive Context

HCLTech's move aligns with a broader trend of Indian IT firms and hyperscalers investing in sovereign AI data centres. Competitors such as Tata Consultancy Services and Infosys have similarly announced AI infrastructure plans, while global cloud providers like Microsoft and Google are expanding their India data centre footprints. HCLTech's differentiation lies in its tight integration with Sarvam's indigenous models, which could appeal to clients needing customised AI solutions for sectors like banking, logistics, and public services.

For supply chain technology managers and logistics tech investors, the facility's sector-specific AI applications could eventually power intelligent trade documentation systems, customs technology platforms, and blockchain-based trade finance networks — though no specific use cases were detailed in the announcement. The partnership between a major IT services firm and a well-funded AI startup also signals a viable path for enterprises to access cutting-edge AI without building in-house models from scratch.
