Sugar Falls as Weaker India Prices Curb Import Expectations

Raw sugar futures fell as much as 3% in New York to 17.13 cents/lb and white sugar dropped 3.9% in London after easing local prices in India reduced expectations for imports. Sugar Falls as Weaker India Prices Curb Import Expectations

Raw sugar futures fell on Tuesday, with the most active contract in New York dropping as much as 3 per cent to 17.13 cents per pound, according to Bloomberg. White sugar dropped as much as 3.9 per cent in London. The declines came as easing local prices in India reduced expectations that the world's second-biggest producer will need to import as much sugar as previously forecast. India last week introduced measures to import duty-free raw sugar after local prices surged to records ahead of the festival season.

India's import policy shift

According to Bloomberg, the Indian government allowed 1 million tons of duty-free raw sugar imports under the new measures and also permitted refiners to divert some sugar to the domestic market after refining, instead of exporting it. Domestic prices have since fallen, according to Mike McDougall, an analyst at McDougall Global View, signaling the squeeze is easing and reducing the need for imports.

Import relief without new cargoes

Part of the reason fewer imports may be necessary is that some sugar already imported under an advance-authorization system can now be redirected into the domestic market rather than exported, according to Arnaud Lorioz, chief executive officer of Paris-based brokerage Deepcore. Lorioz said:

A meaningful share of the relief arrives without a single new cargo immediately.

India normally allows refiners to import raw sugar duty-free if the processed sugar is subsequently exported under tolling arrangements. The new policy, however, permits a portion of that processed sugar to be diverted for domestic sale, which means the actual requirement for fresh import cargoes could be lower than the full 1 million-ton allowance.

Brazil supply weighs on the market

Beyond India, supply factors are also pressuring prices. Dry weather in Brazil and a higher sugar mix are weighing on the global market, according to McDougall. Slipping crude prices may encourage Brazilian mills to shift more cane toward sugar production and away from ethanol, he added — a development that would expand global sugar supply.

What traders are watching

The combination of reduced Indian import expectations and Brazilian supply pressure points to a market where the tightness that drove Indian prices to records is easing. According to the report, a significant portion of India's relief arrives without immediate new cargo bookings, so market participants should consider that effective import demand may be smaller than the notional allowance. At the same time, the Brazilian supply outlook hinges on cane allocation decisions: with crude slipping, more cane may be directed to sugar rather than ethanol, according to McDougall.
