India is set to unveil a coal gasification-based urea policy within a month, aiming to reduce reliance on imported natural gas. This policy will leverage domestic coal reserves, enhancing self-reliance and saving foreign exchange.

India's New Coal Gasification Urea Policy to Boost Self-Reliance

India is on the brink of a significant shift in its fertilizer production strategy with the upcoming launch of a coal gasification-based urea policy. This initiative, expected to be finalized within a month, is designed to reduce the country's heavy dependence on imported natural gas by utilizing its vast domestic coal reserves.

Policy Development and Objectives

The Ministry of Chemicals and Fertilisers, in collaboration with the Ministry of Coal, is spearheading this policy. Coal Secretary Vikram Dev Dutt emphasized the urgency of this policy, which aims to diversify feedstock sources for urea production. By converting coal and pet coke into syngas, the policy seeks to replace natural gas as a feedstock, thereby enhancing self-reliance and reducing foreign exchange outflows.

Supply Side Dynamics

India's reliance on imported natural gas, which constitutes 25% of its consumption, has been a significant concern. The new policy will leverage cleaner gasification technologies to utilize domestic coal reserves more effectively. New Era Cleantech Solution Pvt Ltd, a Maharashtra-based company, is at the forefront of this initiative, planning a 1.27 MMTPA coal gasification-based urea project in Bhadravati, Chandrapur.

Demand Side Considerations

The demand for urea in India is substantial, driven by the agricultural sector's needs. By ensuring a steady domestic supply through coal gasification, the policy aims to stabilize prices and secure supply chains. This move is expected to benefit the agricultural sector by providing a more reliable and potentially cheaper source of urea.

Future Outlook

The policy's success will depend on its implementation and the ability to scale coal gasification projects effectively. Upcoming data releases from the Ministry of Chemicals and Fertilisers will provide further insights into the policy's impact on the urea market. Stakeholders are keenly awaiting these developments, which could redefine India's fertilizer landscape.

"We are in the process of making our new policy for coal gasification-based urea manufacturing and are reaching towards that and within one month we will be ready for that," said an official during a recent roadshow.
