Petrobras and Pemex Sign MoU for Gulf of Mexico Oil and Gas Cooperation

Brazilian state-owned oil company Petrobras and Mexican state-owned oil company Pemex have signed a memorandum of understanding (MoU) to establish strategic and technical cooperation for the joint evaluation, development, and execution of hydrocarbon industry projects, according to Splash247. The agreement marks a significant step in cross-border collaboration between two of Latin America's largest oil producers, with a particular focus on the Gulf of Mexico.

Scope of the Memorandum of Understanding

The MoU, valid for two years and subject to renewal, provides a framework for cooperation across multiple segments of the oil and gas value chain. According to Splash247, the partnership includes developing opportunities in exploration and production (E&P) and industrial processes, as well as exchanging experiences on regulatory and institutional aspects of the sector.

Key areas of cooperation include:

  • Revitalising mature fields
  • Seismic reprocessing
  • Exploratory and development opportunities in deep- and ultra-deep-water areas, including assets in the Gulf of Mexico
  • Industrial processes such as refining, petrochemicals, and fertilisers
  • Gas processing and liquid recovery
  • Energy efficiency, emissions reduction, carbon capture, and production of lower-carbon fuels
  • Sharing best practices on safety, operational reliability, and environmental protection

Exploration and Production in the Gulf of Mexico

A central focus of the partnership is deepwater and ultra-deepwater exploration. Magda Chambriard, CEO of Petrobras, stated: “We are interested in exploration in the Mexican Gulf of Mexico, in increasing production from mature fields, and in industrial processes for refining, petrochemicals, and fertilisers. Certainly, the partnership between the two state-owned companies will be beneficial for both countries.”

The collaboration will leverage Petrobras' recognised experience in highly complex offshore operations, according to Splash247. Juan Carlos Carpio Fragoso, CEO of Pemex, emphasised that the MoU aims to jointly evaluate, develop, and execute projects involving hydrocarbon exploration and extraction, targeting “new discoveries and opportunities to optimise and increase production in deepwater, heavy and extra-heavy oil areas, mature fields, and pre-salt potential in the Gulf of Mexico.”

Cooperation Area Key Activities
Exploration & Production Revitalise mature fields, seismic reprocessing, deep/ultra-deep-water drilling, pre-salt potential
Industrial Processes Refining, petrochemicals, fertilisers, gas processing, carbon capture, lower-carbon fuels
Technical Exchange Offshore operations expertise, regulatory and institutional experience, safety and environmental best practices

Industrial and Environmental Collaboration

Beyond upstream activities, the MoU covers a broad range of industrial cooperation. In the industrial area, the agreement includes opportunities in refining, petrochemicals, fertilisers, gas processing and liquid recovery, as well as environmental initiatives such as energy efficiency, emissions reduction, carbon capture, and the production of lower-carbon fuels. The partners will also share best practices related to safety, operational reliability, and environmental protection, according to Splash247.

CEO Perspectives

Both CEOs highlighted the strategic importance of the MoU. Magda Chambriard noted the potential benefits for both countries, while Juan Carlos Carpio Fragoso stated that the MoU “establishes a framework for strategic and technical collaboration to jointly evaluate, develop, and execute comprehensive and potential projects.” He also referenced opportunities in deepwater, heavy and extra-heavy oil areas, mature fields, and pre-salt potential.

Next Steps and Renewal

The MoU is valid for two years and may be renewed. Any identified opportunities will be subject to future negotiations and will depend on the execution of specific instruments, observing feasibility analyses, approvals by the competent authorities, and the governance standards applicable to each party, as reported by Splash247.
