India has approached the World Trade Organization (WTO) for consultations with the United States over a new tariff-rate quota of up to 50% on quartz surface product imports, according to The Economic Times. The move escalates trade tensions as the two countries negotiate a broader trade deal, the report said.
India's WTO filing
The Economic Times reported that New Delhi told the WTO on August 14 that it has a "substantial interest" in the consultations. India proposed that the talks take place virtually "as per mutual convenience of both sides," and requested discussions under the WTO Agreement on Safeguards.
India told the WTO last week:
India would like to propose that the consultations mentioned above take place virtually as per mutual convenience of both sides,
India exported about $380 million worth of quartz surface products to the US in fiscal year 2026, according to the report. Washington had named India, Vietnam, Spain and Thailand as the major exporters of these goods.
| Major exporter | Named by Washington |
|---|---|
| India | Yes |
| Vietnam | Yes |
| Spain | Yes |
| Thailand | Yes |
Fourth consultation case with Washington
This is the fourth time India has sought WTO consultations with the US, following previous cases related to steel and aluminium, automobiles and auto components, and copper imports, The Economic Times reported.
| Case | Subject |
|---|---|
| 1 | Steel and aluminium |
| 2 | Automobiles and auto components |
| 3 | Copper imports |
| 4 | Quartz surface products (current) |
WTO safeguard thresholds
The report explained that WTO norms do not allow safeguard measures to be imposed on developing countries when a single country accounts for less than 3% of total subject imports, provided that low-import-share developing nations collectively do not exceed 9% of imports. These thresholds could be relevant to India's challenge of the US tariff-rate quota on quartz surfaces.
Broader trade context
The Economic Times also noted that a Section 301 probe on forced labour is underway, and that legislation is being enacted to impose tariffs of up to 100% on India, among five countries, for being top importers of Russian oil and gas. Both sides are negotiating a trade deal.
Implications for trade professionals
The WTO consultations on quartz surfaces add a fourth trade-remedy dispute to the India-US agenda, which already includes steel and aluminium, automobiles and auto components, and copper imports. For businesses moving quartz surface products between the two countries, the tariff-rate quota of up to 50% applies to a trade flow valued at about $380 million in FY26. The safeguard thresholds referenced in the report — a 3% single-country share and a 9% collective share for developing nations — will be central to how the case unfolds under the WTO Agreement on Safeguards.
