India and UAE to Expand Strategic Crude Oil Reserves

India and the UAE are taking significant steps to expand their strategic crude oil reserves. India's ambassador to the UAE, Deepak Mittal, announced plans to increase UAE-linked crude storage in India from 5.8 million barrels to 30 million barrels. This expansion will utilize a combination of existing caverns and new facilities.

Expansion Plans

The expansion involves new construction projects, which could take a couple of years depending on site identification, technical feasibility, and implementation requirements. Abu Dhabi National Oil Company (ADNOC) is considering additions to India's strategic petroleum reserves (SPRs) at existing storage facilities in Mangalore and potential new sites at Visakhapatnam and Chandikol.

"As for timelines, our approach is 'as soon as possible'. The idea now is to increase this to 30 million barrels," said Mittal.

Storage Models

The two countries are exploring different storage models, including commercial arrangements where stored crude could be sold to third countries. Under a separate agreement, India will also explore storing crude at the UAE's eastern oil hub, Fujairah, as part of its SPRs.

Strategic Gas Reserves

In addition to crude oil, India and the UAE are working on a new framework for strategic gas reserves. This initiative could involve utilizing existing LPG caverns in India and constructing new LNG storage facilities.

Implications for the Market

The expansion of strategic reserves is a critical move for both countries, enhancing energy security and providing a buffer against market volatility. For commodity traders and analysts, this development signals potential shifts in regional oil storage dynamics and could influence future market strategies.
