Primus Partners has released a comprehensive report titled ‘6 Policy interventions needed for the cognitive revolution in agriculture,’ aiming to accelerate AI adoption in India's agricultural sector. The report identifies key challenges and proposes strategic interventions to foster a more inclusive and effective AI ecosystem.

Key Challenges in AI Adoption

The report highlights several structural challenges impeding AI adoption in agriculture, such as fragmented datasets and limited digital inclusion. A significant issue is the under-representation of women farmers in digital systems, which hinders equitable access to AI-enabled platforms.

Proposed Policy Interventions

Primus Partners suggests six policy interventions:

  • Creation of an indigenous digital agricultural knowledge registry.
  • Development of an agri-AI rating system for advisory tools.
  • Framework for assessing women’s inclusion in agricultural AI systems.
  • Enhanced representation of women in agricultural AI governance.
  • Women-friendly agritech procurement standards.
  • AI-enabled quality-linked minimum support price mechanisms.

"Indian agriculture presents a unique opportunity for AI-led transformation," said Ramakrishnan M, Managing Director, Agriculture and Climate Practice, Primus Partners.

The report references successful AI-led agricultural initiatives such as Maharashtra’s MahaAgri-AI Policy and Telangana’s Saagu Baagu initiative. It also draws comparisons with international examples from the Netherlands, Japan, Kenya, and Ethiopia.

The report underscores the importance of combining local farming knowledge with AI technologies to create practical, farmer-centric solutions. Inclusivity and responsible deployment are crucial to ensuring that AI becomes a powerful enabler of productivity and sustainability in agriculture.
