An analysis of FMCSA inspection data by FreightWaves found that 200 carriers have been cited for both English-language proficiency violations and hazardous materials violations, totaling over 3,000 English citations and 600 hazmat out-of-service orders. The report highlights the case of Quality Tank, a Mexican tank truck operator with 98 English proficiency citations and 86 hazmat violations, raising questions about how such drivers can hold hazmat endorsements.
