WTO Nations Query India’s PLI, QCO, Import Substitution; New Delhi Defends Public Policy Objectives

India Notifies Quality Control Order Enabling Flexible Sourcing Framework for Toys, Footwear, and Electrical Appliances
India's Department for Promotion of Industry and Internal Trade (DPIIT) has notified a Quality Control Order (QCO) that introduces an alternative risk-based compliance mechanism for toys, footwear, air conditioners, electrical appliances, furniture, and hinges. The order, effective for five years, grants permissions based on technical capability, compliance history, and commitment to innovation and domestic supply chain strengthening. It also rewards manufacturers with three years of consistent compliance by extending benefits under the flexible sourcing framework.
