Ex-CEC Rajiv Kumar named HDFC chairman in clean-up drive; four-year term proposed

HDFC Bank's board has appointed former chief election commissioner and ex-finance secretary Rajiv Kumar as chairman of the bank, subject to approval from the Reserve Bank of India (RBI). The board proposed a four-year term beginning June 30, according to a report by The Times of India (via Business Today).

Background and Appointment Context

The appointment ends uncertainty over HDFC Bank's leadership following the sudden resignation of former chairman Atanu Chakraborty in March. Chakraborty cited that his role "was not congruous with his values and ethics." His resignation triggered an investigation by a legal panel, which found no evidence that Chakraborty had raised any concerns about the bank. Board member Keki Mistry served as interim chairman during the search.

Kumar, 66, is a 1984-batch IAS officer of the Jharkhand cadre. He headed the Department of Financial Services from 2017 to 2020—a period of peak banking stress characterised by unprovided bad loans, weak capital, and a freeze in loan growth. According to the report, within weeks of taking charge at the finance ministry, Kumar froze 3.4 lakh shell firms, striking at black-money networks. This was followed by the 2019 deposits-ban law to curb ponzi schemes.

Kumar's Track Record and Expected Role

Kumar's tenure as finance secretary saw a clean-up of public sector bank balance sheets through bad-loan recognition and enforcement of IBC-led borrower accountability. He later served as chief election commissioner, overseeing the 2024 Lok Sabha elections. The report notes that he will be expected to use the same skills to restore confidence in HDFC Bank, which has seen a large number of senior-level exits in recent months. Kumar's appointment is part of a broader churn in private banks.

CEO Succession and Board Agenda

Beyond the chairman appointment, HDFC Bank's board must also address the succession of the chief executive. Sashidhar Jagdishan's current term as managing director and CEO ends on October 26, 2026. The board will need to submit at least three candidates to the regulator for approval.

Key Facts Summary
