SEBI Chairman Tuhin Kanta Pandey Says Closing Auction Session Will Continue

India's Securities and Exchange Board of India (SEBI) will continue the new Closing Auction Session (CAS), Chairman Tuhin Kanta Pandey reiterated, according to Akashvani. The regulator introduced CAS on August 3, 2026, replacing the earlier Volume Weighted Average Price (VWAP) method used to set official closing prices for F&O-enabled stocks.

Closing Auction Session: What It Replaces and Why

CAS is a 20-minute daily auction held between 3:15 PM and 3:35 PM. It determines the official closing price for F&O-enabled stocks by collecting orders and matching them at a single equilibrium price, according to Akashvani. The mechanism replaces the VWAP method to improve price discovery and curb late-day price manipulation.

Key facts about the Closing Auction Session:

Duration 20 minutes
Scope F&O-enabled stocks

Replaced method Volume Weighted Average Price (VWAP)
Stated objectives Improve price discovery; curb late-day price manipulation

Industry Response and Chairman's Remarks

Pandey, speaking on the sidelines of the launch of cyber reporting platforms at the National Institute of Securities Markets (NISM), said the regulator would consider suggestions from the industry and make changes wherever necessary, according to Akashvani. The report added that there are no concerns around tracking error and that several industry participants have welcomed the move.

The Closing Auction Session determines the official closing price for F&O-enabled stocks by collecting orders and matching them at a single equilibrium price.

Some participants, however, are yet to update their own systems, which were built on the historical system and the VWAP system, Pandey noted, the report said.

Key Points From the Announcement

  • The Closing Auction Session will continue, according to SEBI Chairman Tuhin Kanta Pandey.
  • CAS replaces VWAP for F&O-enabled stocks.
  • The 20-minute session runs daily from 3:15 PM to 3:35 PM.
  • No concerns around tracking error; several industry participants welcomed the move.
  • Some participants have yet to update systems built on the historical and VWAP systems.
  • SEBI will release a consultation paper on securities lending and borrowing.

Next Regulatory Step

Akashvani further reported that SEBI will soon come up with a consultation paper on the securities lending and borrowing mechanism, as part of its efforts to stabilise CAS. This consultation paper marks the next milestone for market participants tracking the evolution of India's closing price discovery framework.

What the Continuation Means for Market Participants

For C-suite executives, investors and equity analysts, the continuation of CAS establishes a fixed daily 3:15 PM to 3:35 PM window in which closing prices for F&O-enabled stocks will be determined through order collection and single equilibrium price matching, according to Akashvani. Companies whose shares are among F&O-enabled stocks, along with the brokers and custodians that handle their trades, remain subject to the session's schedule.

The chairman's statement also indicates that SEBI would consider industry suggestions and make changes where necessary, and that a formal consultation paper on securities lending and borrowing is forthcoming as the regulator works to stabilise the session, according to Akashvani.
