Port Houston officials maintain a year-round focus on hurricane preparedness, conducting after-action reviews following each storm season. This approach allows them to integrate lessons learned into their emergency response plans. The port collaborates with the U.S. Coast Guard, Houston Pilots, and other industry partners to monitor tropical systems and prepare well in advance of potential landfall.

Preparations intensify as storms approach, with specific protocols such as Port Condition Whiskey implemented 72 hours before expected impact. This includes reconfiguring empty container stacks and securing equipment. The decision to close the Houston Ship Channel involves coordination with the National Weather Service and other stakeholders, ensuring a swift reopening once conditions permit.
